Bolivar Councilman Graduates from Prestigious WestStar Leadership

City of Bolivar Councilman Chris Williams was one of 34 participants to graduate in the 35th class of the University of Tennessee at Martin’s prestigious WestStar Leadership Program. The graduation reception and ceremony were held on Tuesday, June 17, 2025, at the Jackson Country Club in Jackson. WestStar was established in 1989 and now has 1,009 program graduates with the addition of the newest class.
Mr. Williams started the program in January 2025, just after receiving his Bachelor of Science in Criminal Justice from Bethel University in December 2024. Completing the program is another step towards increasing his knowledge and skills in business administration and leadership, which he currently uses as a city councilman for the City of Bolivar, and as a law enforcement professional with the Memphis Police Department.

“I plan to carry the knowledge and skills I gained into my role in local government and law enforcement. The leadership development tools I received will help me better serve my community, whether it’s through thoughtful decision-making as a Bolivar City Councilman or strategic collaboration as a law enforcement professional,” said Mr. Williams. “I’m especially motivated to use what I’ve learned to bridge gaps between public safety and community trust and help guide policies supporting long-term growth and opportunity in Bolivar and beyond.”
WestStar classes are chosen by the program’s board of trustees. Selection is based on individual leadership achievements and potential to contribute to West Tennessee’s development. Class members are selected from all occupations and levels of community and regional involvement. The class completes eight sessions covering agriculture and transportation, economic development, energy and environment, public policy issues, education, and tourism.
“One major highlight of my WestStar experience was the opportunity to build lasting relationships with leaders from across West Tennessee. The diversity of backgrounds and professions represented in our class challenged and inspired me, and those connections will continue to shape my leadership journey,” said Mr. Williams. “Another highlight was our sessions focused on economic development and public policy. As someone involved in both local government and law enforcement, those discussions gave me new insights into how different sectors can work together to build stronger, more sustainable communities.”

Mr. Williams has worked in law enforcement for 12 1/2 years and served as a councilman for two years. The experience he gained in the leadership program is one he values and now has more clarity regarding what it means to be a leader.
“WestStar reaffirmed something I’ve always believed: leadership isn’t about a title; it’s about responsibility and service. I’m grateful for the friendships, the personal growth, and the reminder that we lead best when we lead with purpose, “ said Mr. Williams. “I want to thank the WestStar staff and my classmates for making this journey so impactful. I leave the program more energized than ever to invest in the future of Bolivar and West Tennessee.”
