City of Bolivar Holds November Council Meeting {video}
The City of Bolivar held its monthly City Council Meeting on Monday, November 18, 2024. Present were Mayor Julian McTizic and Council members Mike Brown, Melvin Golden, Larry McKinnie, Caroline Miller, Suzanne Rhea, Chris Williams, and Tommy Woods. Councilman Todd Lowe was absent.
The meeting was opened with prayer and the pledge to the flag. The Mayor announced the City offices will be closed Thursday and Friday, November 28 and 29, 2024, in observance of Thanksgiving.
Small Town, Big Christmas starts Sunday, December 1, 2024, with the light show and Saturday, December 7, 2024, with the Christmas parade and other festival festivities. The Bolivar Employee Christmas Party will be held on Wednesday, December 4, 2024.
Mayor McTizic expressed his interest in researching the purchase of the Armory building by Walmart to potentially use for Parks and Recreation, and YMCA youth and after schools programs. The Council unanimously approved for Mayor McTizic to continue researching the project.
The Council approved the minutes from the Monday, October 7, 2024, regularly scheduled City Council meeting.
Public Comments: no citizens spoke during public comments.
Standing Committee Reports were given by the following departments: Electric, Utilities, Fire, Police, Parks and Recreation, Streets and Sanitation, Library, Compliance/Zoning, and Tourism/Community Development.
Chief Jone’s police report included 622 calls for service, 206 citations issued, 26 accidents (seven with injuries) and 41 arrests made (four were juveniles).

New Business:
The Council approved a $152,311.00 bid for the purchase of the Pavillion at Sand Beach Lake.
The Council approved the Plans of Services for Annexation by Owner Consent at Watson Farm. The property is approximately 300 acres in the area of the Bolivar Industrial Park.
The Council approved a bid for $89,219.64 for an IT Backup and Cyber Security Services contract.
The Council approved the Certificate of Compliance for Bottle Shop on Main (liquor store) located at 569 Main Street. Christian Howell is the owner/applicant for the business.
The Council approved a $40,795.04 bid from ERoof for roof repairs at the Police Department. It was said that insurance is covering the cost for the repairs.
