Over a Decade of Tax Relief: How Conservative Leadership has Strengthened Tennessee’s Economy

When Republicans earned the majority responsibility of governing Tennessee in 2011, lawmakers set out with a clear mission to lower the tax burden on hardworking families, strengthen small businesses, and build a state where opportunity could thrive. Fourteen years later, the results speak for themselves. Since 2011, the General Assembly has cut over $8.2 billion in taxes.
This record tax relief has reshaped Tennessee’s economy—broadening our economic base, attracting investment, and ensuring that families keep more of what they earn.
Eliminating Hall income tax
One transformative milestone was the repeal of the Hall income tax, once a penalty on saving and investing. The General Assembly phased it out responsibly and fully eliminated it, returning more than $1.8 billion to Tennesseans—especially seniors living on fixed incomes. This reform solidified our standing as a true no-income-tax state and strengthened Tennessee’s national competitiveness.
We also repealed the state death and gift taxes, removing barriers that made it harder for family farms and small businesses to pass from one generation to the next. Ending these taxes delivered more than $1.2 billion in relief and kept countless family enterprises rooted in Tennessee.
Lowering everyday costs for families
Tax relief shouldn’t just be felt on April 15—it should show up on every grocery receipt. That’s why we’ve repeatedly cut the grocery sales tax, reducing it nearly 30%, and provided multiple sales tax holidays to give families breathing room during inflationary periods. These efforts have saved Tennesseans over $1.2 billion on food alone.
Sales tax holidays—on school supplies, clothing, food, prepared meals, and even gun safes—have become a meaningful way for families to stretch their budgets. Since 2011, these holidays have provided more than $500 million in direct consumer relief.
Supporting job growth and small business investment
A thriving economy requires a modern, competitive tax structure. That’s why we have taken major steps to reform Tennessee’s franchise and excise tax, ensuring that our state remains a magnet for investment. The repeal of the franchise tax’s outdated property-based minimum measure in 2024 addressed a longstanding concern for employers and provided hundreds of millions of dollars in tax relief.
Combined with earlier reforms, franchise and excise tax modernization represents nearly $800 million in highlighted relief—supporting manufacturing, encouraging capital investment, and strengthening our business climate.
We’ve also reduced the professional privilege tax, eliminating it entirely for several professions. This targeted relief has helped keep more skilled workers—including medical professionals—here in Tennessee.
Investing in rural communities and expanding broadband
Conservative tax policy isn’t just about cuts—it’s about strengthening communities statewide. That includes targeted exemptions and credits for agriculture, farm equipment, and water used in farming operations. These reforms help family farms stay financially viable and competitive.
We also passed the Tennessee Broadband Investment Maximization Act, which removes tax barriers to rural broadband expansion while protecting local government revenues. High-speed internet access is essential for economic development, education, and modern farming—and we’ve made it easier and more affordable to build that infrastructure.
Major tax packages that delivered big results
Our progress didn’t happen in one sweeping reform—it was built steadily over time.
In 2023, the TN Tax Works package delivered relief for small businesses, provided a three-month grocery tax holiday, and began transitioning Tennessee toward single-sales-factor apportionment—making us even more attractive to companies investing in jobs and equipment.
A decade of fiscal conservative success
From 2011 to today, Tennessee has proven that fiscal conservatism works. By cutting taxes year after year—without compromising our balanced budget—we’ve built a stronger, more competitive state.
Our long-term commitment to responsible budgeting and pro-growth policy has helped make Tennessee one of the most attractive places in America to live, work, raise a family, and retire.
And we’re not finished. As our economy continues to grow, we remain committed to keeping Tennessee a low-tax, high-opportunity state for generations to come.
