Hardeman County Commission Meeting – September 2025 {video}

The Hardeman County Commission held its monthly meeting on Tuesday, September 16, 2025. Present at the meeting were the Hardeman County Commissioners David Bell, Cory Bufford, Russell DeBerry, Mark Gilliam, Brad Grantham, Bobby Hensley, Joseph Jenkins, Jeff Kennamore, Chandra Lake, Johnny Lanier, Bethany Miller, Jackie Sain, John Vickers, Johnny Weems, Bobby Wright, and Mayor Todd Pulse. Absent was Commissioner Michion Gatlin. 1 Call to Order

2 Prayer & Pledge – Commissioner Mark Gilliam {0:18 minute mark in the video) and Commissioner Jackie Sain {0:48 minute mark in the video)

4 Public Forum/Agenda {1:55 minute mark in the video} – 1) No citizen signed up to speak.

5 Approve Minutes from August 19, 2025 {2:24 minute mark in the video}

7 Reports: County Officials/ Departments/Committees {4:06 minute mark in the video} – No reports.

  • Steven Graves, Landfill Director – Unable to attend.
  • Angenal Huddleston, Health Department Director {1:15 minute mark in the video} – Requested to reschedule for the October meeting. Sara Skinner will also speak next month.
  • Mayor’s Report-Community Events/Grants/Health Meeting8 Public Comments/General {10:10 minute mark in the video} – Some items covered in the report included 1) Mayor Pulse received a letter from the Tennessee Corrections Institute stating it voted to approved certification of the Hardeman County Correctional Facility; 2) ThreeStar Grant for first responder equipment; and 3) Recent and upcoming community events.

8 Public Comments/General {19:41 minute mark in the video} – 1) A citizen requested road repair in her neighborhood to be done; 2) Brandon Burvee with the Hardeman County Arts Council shared about upcoming events at the center; 3) Whiteville Mayor Gene Bowden expressed his appreciation for the support received from the county for its Fifth Annual Main Street Festival and the the municipalities that work with him when things are needed; 4) Mayor Willie Spencer, who is a big proponent of transparency, shared his thoughts on public comments; 5) Ms. Katina Mays spoke about a petition from the community she wanted to present to the school board at its September meeting and prior restraint/censorship; 6) Pastor Micheal Rhyan of Jones Chapel Missionary Baptist Church spoke about the garbage along the roads and county churches partnering to clean up the area; 7) Kristy Styers, who recently lost her husband, stressed the importance of reducing transport time for ambulances to rural areas in the county.

9 Lawsuit Update: Attorney Dale Conder – Mr. Conder was absent.
