Moscow Police Joins Fayette Cares in Fight Against Domestic Violence

Moscow, TN – The City of Moscow Police Department has become the newest law enforcement partner in Fayette Cares’ Lethality Assessment Program (LAP), a life-saving initiative designed to identify and protect those at the highest risk of domestic violence homicide.
For Moscow Chief of Police Byron Williams, this effort is deeply personal. His sister was killed by her husband, a tragedy that drives his commitment to preventing domestic violence homicides.
“Domestic violence isn’t just a statistic—it’s happening all around us, and it destroys lives,” said Captain Williams.
Tennessee consistently ranks among the top 10 worst states for domestic violence-related homicides, with nearly 50 percent of female homicide victims killed by an intimate partner. The Lethality Assessment Program equips officers with a research-based screening tool to assess the level of danger victims face and immediately connect them with emergency shelter, safety planning, and support services.
“It could be you, it could be your family,” said Chief Williams, who has spent nearly two decades dedicating his life to teaching criminology and guiding young people in the field of criminal justice.
As a former educator on domestic violence response courses, he is deeply devoted to ensuring law enforcement is well-prepared to handle these high-risk situations effectively.
Chief Williams enthusiastically committed his department to the LAP partnership, recognizing its critical role in protecting the most vulnerable members of the community.
“Domestic violence is a crisis in our state and our county,” said Chief Williams. “By partnering with Fayette Cares, we’re taking a proactive step to break the cycle of abuse and save lives.”
