Bolivar’s Proposed Annexation of Three-Way Put on Hold
Bolivar’s plan to annex the areas known as Three-Way and Hollywood Acres has been put on hold for the time being.
The discussion on the proposed annexation began as the Bolivar City Council unanimously voted to start the process at its council meeting in September of 2023.
“There are 29 checkboxes in this thing that we have to go through and the first one is to pass this resolution,’ said Mayor McTizic at that September meeting.
Even though the initial resolution was unanimously passed, another issue has come up, which Mayor McTizic addressed at this month’s council meeting.
“Spring Creek [which currently provides utilities to the area] has a USDA loan on their utilities, and by them being under that loan they’re not able to sell any of their utilities,” said Mayor McTizic.
In order for Bolivar to provide utilities to those residents in the area they planned to annex, they would need to purchase the water system from Spring Creek or install their own water system.
“The cost for us to install a water system out there to those residents would be in the millions of dollars . . . It wouldn’t be financially feasible for us to do that,” said Mayor McTizic.
Mayor McTizc shared that even if Bolivar did install its own water system, some residents might still decide to stay with Spring Creek utilities.
“Even with us building a new water system, there is no guarantee that the citizens there would get our water as opposed to Spring Creek,” said mayor McTizc.
The Council may revisit the issue in the future as options may change. Ultimately, the proposed annexation can only occur if it is placed on the ballot and the citizens vote in favor of it.
