Hornsby Votes to Purchase Police Car and Pay 911 Bill, Water Meter Replacement Beginning Soon

The Town of Hornsby met for its monthly Board Meeting on Tuesday, January 2, 2024. All board members were present.

The board approved the minutes from the Tuesday, December 5, 2023, meeting. {read more about the December meeting here}

An update on City Hall Renovations was given by Mayor Vandiver. Renovations are expected to be completed soon.

The 2nd and Final Reading of the Purchasing Policy was presented. Alderman Wayne Isabell had questions about the policy including the need for and amount of petty cash. The board approved the policy’s second reading with an amendment to remove petty cash, with Alderman Isabell and Vance voting “no” and Alderman Moore, Hodge, and Plunk voting “yes”. {Watch at the 2:20 minute mark in the video}

An Audit Update was given by Alderman Melissa Hodge. The audit was received and filed with the state on Tuesday, December 12, 2023.

The board discussed options of their bank CDs. The board decided to get more information on rates and tabled the matter. {Watch at the 16 minute mark in the video}

Jennie Keel from TLM spoke to the board about the use of their ARP water funds. The first project will be replacing water meters. Leftover funds will be used toward the second project, water line replacement. {Watch at the 24 minute mark in the video}

The Water Department report included information on the Annual Information Report, the Feasibility Study, and Water Study update. The board discussed the need for new software for the water department. {Watch at the 46 minute mark in the video}

The Street Department report including discussion on purchasing/renting a backhoe, a culvert replacement, taking down and repairing the Christmas decorations on the light poles. {Watch at the 1:16 minute mark in the video}

The board voted unanimously to pay the fiscal 2023/2024 911 bill of $4,179. It was stated the bill was $128 in 2022. Police Chief Wilkerson stated that dispatch is not a required service by 911 and the town would lose dispatch service if the bill was not paid. {Watch at the 1:22 minute mark in the video}

The board approved spending $22,000 on a new police car. Alderman Moore and Plunk voted “no” on the police car purchase and Alderman Hodge abstained. Alderman Isabell and Vance voted “yes”. Mayor Vandiver made the tie breaking vote of “yes”. {Watch at the 1:34 minute mark in the video}

The Fire Department’s annual report was presented by Chief Russ Kelly.

Public Discussion – one individual asked the board to consider holding a separate Utility Board meeting to reduce the length of time spent at regular monthly board meetings, since a large portion of the meeting is consumed with utilities discussion.

The next regular Board Meeting is scheduled for Tuesday, February 6, 2024.
