Legislative Update from Representative Johnny Shaw

Representative Johnny Shaw recently shared updates on bills he is sponsoring and/or supporting:

  • HB441 – Authorizes District Attorneys investigating a report of abuse under the Adult Protection Act to seek all remedies under this Act prosecute/convene a special Grand Jury to review a death or allegation of sexual abuse/ theft from an adult protected under this Act.
  • HB862 – Will require the Department Of Children’s Services to provide youth that are under their care or incarcerated psychological & behavioral services.
  • HB1517 – Will authorize the Megasite authority to distribute pilot funds to either local governments or industrial development corporations.

I have always supported state funded pre-K, so I am happy to report Education Bill – HB875 is moving through committee and requires the department to create and implement a promising futures program to provide scholarships to children, who are not school age, to assist them in developing early language and literacy skills in a high-quality early care and learning program; redirects, from the lottery for education account to an account administered by the department.

Third Grade Retention Bills are still being discussed. I am supporting leaving the decision to LEA’s and parents.

At the request of my mayors, I presented HB1079, which would have removed the June 2028 end date for the Courthouse Square Revitalization Project that has brought millions of dollars to Bolivar and five other rural towns across the state. Unfortunately, an unfriendly amendment was being added to my bill which would have caused Bolivar to possibly lose funds beginning in 2024, therefore my bill has been withdrawn and we will continue our funding thru 2028.

HB321 – AMENDMENT #2 rewrites this bill to establish the “Transportation Modernization Act of 2023,” makes numerous changes to existing law governing “design-build contracts,” and adds “performance-based asset maintenance contracts” to authorize the Tennessee department of transportation to solicit proposals and award contracts.

HB1225 – Will allow the Department of Safety to issue a restricted-driver’s license as the court deems fit for those parents that have a revoked license due to being behind on child support.
