Public Notice: DUI Checkpoint {Whiteville}

On Thursday, December 31, 2025, the Whiteville Police Department will conduct a DUI Checkpoint on U.S. Highway 64 at Clear Creek in Whiteville, Tennessee from 6 p.m. to 8 p.m.

PURPOSE
The purpose of this checkpoint is to deter and detect impaired drivers and ensure compliance with driver licensing requirements. The checkpoint is conducted in accordance with Tennessee law and constitutional requirements to promote public safety.

Legal Basis: Michigan Dept. of State Police v. Sitz (1990); State v. Downey (Tennessee); departmental policy.

LOCATION AND TIME
Location: U.S. Highway 64 at Clear Creek, Whiteville, Tennessee.
Justification: Four-lane divided highway with a center median and wide shoulders, providing sufficient space for vehicle staging and officer safety. The area has a history of impaired driving activity and is suitable for checkpoint operations.

NEUTRAL FORMULA FOR VEHICLE STOPS
Every vehicle passing through the checkpoint will be stopped. No discretion is permitted in vehicle selection.
MANPOWER ASSIGNMENTS
All available department personnel (9 officers) will be assigned to the checkpoint.
Checkpoint Commander (Supervisor): Chief Ben Davis
Contact Officers (4-5 officers): Initial contact with drivers, requesting documents, and observing impairment.
Overwatch/Safety Officer (2 officers): Monitor traffic flow, ensure safety, and assist.
Transport/Processing Officer (1 officer): Handle DUI arrests, transports, and booking paperwork. Traffic Control/Support Officers (Remaining): Cone placement, secondary screening, and backup.
EQUIPMENT AND LOGISTICS
- Marked patrol units with emergency lights
- Reflective vests for all personnel
- Traffic cones and portable signage (“DUI Checkpoint Ahead”)
- Flashlights/traffic wands
- Body-worn cameras activated
- Tow truck and EMS notified prior to checkpoint start
PROCEDURES
- All vehicles traveling through the checkpoint will be stopped.
- Initial contact: officer greets driver, states checkpoint purpose, and requests documents.
- Officers observe for signs of impairment or violations.
- If suspicion exists, vehicle is directed to secondary screening area.
- Arrests, citations, and tows are handled per department policy.
- Officers document each vehicle stop in the checkpoint log.
SAFETY PLAN
- Traffic cones and marked units will taper and slow vehicles.
- Officers will wear reflective vests at all times.
- Supervisor monitors congestion and adjusts as needed.
- EMS and dispatch notified of location, duration, and personnel
MEDIA AND COMMUNITY NOTIFICATION
Public notice provided in advance through media and/or social media. Community liaison officer designated for inquiries.
DOCUMENTATION AND AFTER-ACTION
Log maintained with total vehicles stopped, arrests made, citations issued, and incidents. After- action report prepared by supervisor with recommendations.
